The key findings of a forecast report by Milliman Inc., Seattle for the Ohio Department of Health Insurance are that the changes occurring as a result of the Patient Protection and Affordable Care Act (PPACA) will bring down the number of uninsured by 790,000, but increase premiums by more than 55% for the 735,000 residents who have Ohio individual health insurance coverage.

According to Milliman consultants, these trends are “primarily driven by the estimated health status of the new individual health insurance market and the expansion of covered benefits.” 1

Says Ohio Lieutenant Governor and Department of Insurance Director Mary Taylor, “This report clearly shows what I have long predicted; Obamacare will result in bigger government, unsustainable costs, and ultimately, less consumer choice.” 2

She had expressed her objections to Obamacare in a guest column3 earlier this year and come out vehemently against the costly Medicaid expansion, the proposed new health insurance regulatory bureaucracy and the market reforms that would make it difficult for states to regulate Ohio individual health insurance.

The Milliman report points that while the percentage of insured Ohio residents could go up by 7.9 percent in 2017, premiums would go up for those who have enrolled in Ohio individual health insurance plans. The study considered the potential behavior of individuals and employers based on income level, age, and health status to make these estimates.

If the PPACA is implemented and works as expected, PPACA would want major Ohio health insurance companies to sell policies that meet minimum benefits requirements on guaranteed issue, on a community-rated basis starting in 2014. Main predictions:

• Ohio Individual health insurance market: Premiums for Ohio residents could increase by as much as 55 to 85 percent in 2014 (apart from the ongoing trend which is an average yearly increase of 7 to 8 percent nationwide). The current health status of some individuals could cause their Ohio individual health insurance premiums to increase by 90 to 130 percent, although premiums may decrease for others.

• Small group market: For employers with 2 to 50 employees, premiums are expected to register average increases of 5 to 15 percent in 2014, not including the annual medical trend increases. While premiums may go up by 150 percent for some small groups, they may decease by 40 percent for other groups, depending on their current health status.

• Government insurance market: There will be a dramatic expansion of government programs when the act is fully implemented. Up to half of all Ohio residents could be members of some type of government-subsidized Ohio health insurance plan, including Medicare. More than one million Ohioans are expected to enter the state’s Medicaid rolls in 2014 and more than 500,000 are expected to enroll in the government-subsidized Ohio health insurance exchanges.

Battles continue to be waged in court and Congress to block the implementation of PPACA

“Handcuffing states with Obamacare’s one-size-fits-all approach is not the reform we need. Ohioans deserve a consumer-driven, market-based approach that provides adequate protections along with accountability, affordability and transparency. We do not need a government-knows-best set of mandates,” says Taylor.2

Ohio State Football

Ohio State’s last two seasons ended in heartbreak with losses in the national title game. Two years ago, Florida routed the Buckeyes, 41-14. Last season, it was another SEC foe, LSU, who stomped Ohio State, 38-24. Also with almost all starters returning, I expect Ohio State to make another run at the national championship.

Junior running back Chris “Beanie” Wells is coming off a season in which he ran for over 1,600 yards and 15 touchdowns. Included in that yardage total is a 222-yard performance against rival Michigan. It stands as the best rushing performance ever for a Buckeye against Michigan. Wells also tallied 146 yards in the BCS National Championship Game against LSU.

Quarterback Todd Boeckman returns for his senior season. Also with Wells in the backfield and a veteran offensive line protecting him, Boeckman should have little trouble getting the ball to his most treasured targets, wide receivers Brian Robiskie and Brian Hartline. Robiskie led the team last season with 55 catches for 935 yards and 11 touchdowns. Hartline wasn’t too far behind Robiskie with 52 receptions of his own. Robiskie and Hartline must stay healthy because Ohio State has no clear third receiving threat at this time.

Defensively, the Buckeyes were nearly invincible last season. Ohio State ranked first nationally in points allowed per game (12. 8), passing yards allowed per game (150. 2) and total yards per game (233). They were also third nationally in rushing yards allowed per game (82. 9).

Ohio State plays a 4-3 defense that gets regular pressure on passing downs and reroutes running plays to the middle where linebacker James Laurinaitis resides. Laurinaitis, a Butkus Award winner, has size, speed and all the intangibles. Outside linebacker Marcus Freeman has been second on the team in tackles (behind Laurinaitis) each of the last two seasons and I can easily see that happening again this season.

Ohio State is deep along the defensive line, which will allow them to keep fresh bodies on the field at all times. The secondary is also very talented with all four starters returning, including Thorpe Award candidate Malcolm Jenkins. Jenkins, a senior cornerback, will be joined in the secondary by fellow cornerback Donald Washington and safeties Kurt Coleman and Anderson Russell.

Ohio State should see improvement in their kick return coverage this season with the return of Aaron Pettrey, who was injured for a majority of last season. Punter A. J. Trapasso also returns. Trapasso is very skilled at placing kicks inside the opponent’s 20-yard line. Ryan Pretorius, an accurate kicker, is also back for his senior season.

I wouldn’t be the least bit surprised to see this team back in the national title game for the third straight year. They have nine starters returning on both sides of the ball, including some All-American candidates. They also have head coach Jim Tressel, who has already won a Division I-A national title.

The defense should be fierce once again, even without Vernon Gholston. If the offense can sustain drives and limit turnovers (Boeckman threw 14 interceptions last season and Wells has a history of fumbling), then I can see Ohio State right back in the national title game in January 2009.

There are two types of licenses issued by the Ohio Accountancy Board: the Ohio CPA permit and the Ohio CPE registration.

1) The Ohio CPA permit

The Ohio CPA permit is required of all certified public accountants and public accountants who:

* practice public accounting services or

* perform regulated services

What are Public Accounting Services?

Public accounting services are services performed while employed by a public accounting firm.

What are Regulated Services?

Regulated services are performed in an organization other than a public accounting firm.

2) The Ohio CPA Registration

The Ohio registration is only for CPA’s who are not employed in public accounting and don’t perform regulated services. Ohio CPA licensee who uses the Ohio registration must use the term “Inactive” after the CPA designation. When used in print, this designation must be at least as prominent as the “CPA” designation.

“Out of State” Status

“Out-of-state” status is for licensees that no longer live in Ohio. To obtain this status, the Ohio CPA must live, work, and be licensed to practice public accounting in another state. If the CPA sends the Ohio Board acceptable verification of the valid license in the other state, he or she may keep the Ohio license status in good standing. A copy of the other state’s license and an expiration date is considered to be acceptable verification. “Out-of-state” status does not require a fee to the Ohio Board, if the CPA holds a valid license in the other state.

“Retired” Status

A licensee who retires can use the term “Retired” after the CPA designation, after informing the Ohio Board of retirement status in writing. If used in print, the term “Retired” must be at least as prominent as the term “CPA. ” There is no fee to keep “retired” status.

Ohio CPA License Renewal and CPE Requirements

The Ohio CPA license renewal period begins in October or each year and ends on December 31.

Continuing education is required for the renewal of the Ohio permit and for Ohio registration holders who desire to obtain an Ohio permit. The Ohio board requires 120 CPE credits in the three years preceding application for the Ohio permit. Credit earned for obtaining the Ohio permit may be used again to qualify for license renewal.

Continuing Education Requirements

To obtain or renew the Ohio permit requires 120 CPE credits over a three-year period. Continuing education is due on the license renewal date for all Ohio permit holders.

To obtain a New CPA permit requires 40 CPE credits over a two-year period.

All continuing education reporting periods, whether 2 years or 3 years, begin on January 1 and end on December 31.

CPE Fields of Study

Continuing education may be earned in any field that contributes to a licensee’s professional competence.

The CPA is responsible for retaining appropriate documentation for all CPE credit claimed. This includes adequate support for:

(1) Program attendance and/or completion, and

(2) CPE credit claimed.

A certificate of completion or transcript can serves as documentation when issued by the program sponsor as proof of attendance/completion.

Specific CPE Topics Required of CPAs by Type of Engagement

Ohio CPA’s who perform financial reporting engagements or financial reporting work outside public accounting while using the CPA designation (“regulated services”) must earn 24 CPE credits in accounting or auditing:

Ohio permit holders who who perform taxation engagements or provide tax advice to clients or who perform tax work outside public accounting while using the CPA designation must earn 24 CPE credits in taxation:

Ohio State Football

After listening to the allegations that came out against THE Ohio State University, one must think that this is a laughable and head scratching matter. . . until they realize that it is entirely serious. Without going into the specific allegations at hands. . . the players received improper benefits and it is 100% terrible to think that any college football player who is a student first and an athlete second should accept anything above what they had agreed to. These players are representatives of the university, the fans, the alumni, and the entire community. How dare a single one of them go out and tarnish the name of everything that they represent by. . . pawning off any of their own stuff in order to pay for any tattoos?

If a player in the NFL can make a league minimum $300,000. 00 (if not more depending on the year and their time playing in the league), why is it okay that players in the NCAA do not receive any sort of benefit? Why is it that they have the whistles blown on them every time that a stupid incident like this happens? Did it occur to anyone that these kids are just trying to live their lives and yet because they have a gift where they can play a game better than anyone else they are subjected to such scrutiny?

The reason I am upset is the system that the NCAA has set up. If a player is on scholarship, they aren’t allowed to have a job. That may be for a good reason, but the truth is none of these current players did anything to violate that rule, they aren’t even allowed to work because this is their job. If a player such as Sam Bradford can be getting ready to sign the richest rookie contract in NFL history this past spring, how is it that his value is suddenly increased by not only millions of dollars, but by any dollars. These players, such as the ones from Michigan, Ohio State, Penn State, and a few others, will play each and every Saturday in a stadium with OVER 110,000 people in the stands and countless others watching on TV. College football is a hundred million if not billion dollar machine which has effects on the economy, sells jerseys, pays millions in salaries, equipment, advertising rights in stadiums and on TV, etc. The revenue is everywhere. Yet these players don’t see a penny.

You could argue that the players are paid what their value is in a scholarship. Alright, do you really think that a player is only worth $30,000 a year in tuition? What if he is the Heisman trophy winner? What if he is the best player in the land and leads his school to a BCS bowl game that pays out millions of dollars JUST FOR GOING? That doesn’t even take into effect the fact that it technically costs the school as little as 20% of the actual sticker price on the scholarship to pay for a kid to go to school there (it costs nothing to add their paperwork to the pile and give them another seat in the classrooms, it only takes the spot of another student). In fact, any schools have raised their tuition just to help pay costs of scholarships.

The point is not that these boys were perfect (obviously). It is not even that they are entirely poor and have the world’s worst sob story. The point is that these kids have no way of making money, yet still want to sell their own hard earned stuff to try and pay for a tattoo or two. If a kid in the glee club or on the debate team wanted to sell their medals (if anyone actually wanted to buy them) they would not have a problem doing so. This is not about kids getting into trouble and breaking the law. This is another story about how the NCAA and the BCS want to capture each and every penny that they can without letting the “worker bees” who are the players, get to collect the fair share for their own services. To paraphrase Mike Gundy, “Who’s the kid here?” Tell Us What You Think.
